Ok, write this down in your notebook or commit it to memory: Any US Gov't labeled lock, whether it be American Lock, Ingersoll Rand, Sargent & Greenleaf, Eagle, etc. will be KEY RETAINING. That is a procurement requirement that the Gov't specifies to ensure that the key will be removed from the lock - and not inadvertantly left open. You have to unlock it, leave the key in the lock, and then remove the key when it is fully locked. Keep trying - you'll get it. Good luck, man.

i have picked that lock...it is a BEAUTY! btw, it its a key retaining lock. i have picked lots of them. (they mad me REAL mad too) just ease WAY up on the tension,and feel for each serration. you will find the shearline in between somewhere. DONT GIVE UP!

American locks generally have some type of security pins in them (spool/serrated). it takes a delicate touch with the tension wrench, patience, and lots of practice to pick them.
