Sounds close, "insofar as the signifier emerges in the field of the other" also means that: it may not ever emerge fully, it is a priori other, there is no 'you' interacting at this level. Interacting includes speech/writing. Lacan uses Hegel, so the master-slave encounter, recognising oneself in another is key, though Hegel explicitly avoided the recent tendency to infantize it as a simple story of child development, since that must have also been taking place in times prior to this encounter.

So the subject is born as the voice which is heard? ie, the signifier is the voice, right? Or in the case of written language, it would just be a silent recognition of the meaning of the symbols?

This birth of the subject is quite different from "science"'s way, where a subject forms itself instinctually as a perceiver. It borrows more from the Hegelian insight about recognition. Lacan says "the subject is born insofar as the signifier emerges in the field of the other," say proto-you finds a stone with hieroglyphs in a desert, you guess a subject wrote them but not to you, you guess they signify cos you see the glyphs are interrelated. You as subject now solidifies as a signifier.
