Someone could use captured solar heat to launch a hot air ballon and easily cover that distance. I just don't think it would foster a lot of innovation because the solution could be a simple one i.e. Hydrogen or hot air. Or this could be won with a helium balloon, honestly. Maybe you need a minimum speed.
