I believe that the flashing lights are there for the pilots to see their distnace from the ground so there wont be any accident where the plane is just too low and crash against the buildings. Not sure though, feel free to correct me :)

NO any city will show a greater contrast than hong kong -dense skyscrapers surrounded by wide wild country parks(count for almost 90% of the territories),hi-tech buildings abundant with traditional ornaments,barren rocks habited by a great variety of organisms,(to be honest and sad)with nearly richest and poorest ppl in the same place, west culture meets and mixed well with east's. and of the upmost importance,hong kong may be the last resort and representative of TRADITIONAL chinese culture!

from what i remember, that was the last night, but not the last landing was a hong kong dragon airlines flight from chongqing, and to plane 15man, obviously someone else filmed and, how could a pilot hold and camera while flying one of the worlds most difficult approaches.
